alt-f, p (or control-p) in Windows takes you to the first tab in the preferences section, but there are several of them. For example, the second tab is 'quality'. To get to the quality tab, make sure numlock key is off (top left button of numeric keypad). Use the numeric keypad to go to the top of the screen and move the cursor to quality. press the equivalent of the left mouse button (the button to the immediate right of the numlock key). You can also just press Control+Tab to move from page to page of the dialog box. If you press Control+Tab once, for example, you should now be in the quality tab of preferences. Like in the other tab areas, you can move from control to control using the tab key. As usual, press the OK button to save the new preferences or cancel button if you want to cancel any changes.
Note: one page you may be interested in when setting up Audacity. This is the Key Bindings page, where you can control which keys perform commands in Audacity. For example, you can set up Alt+Shift+O so that it will export your project as an OGG Vorbis file. this is faster than repeatedly going into menus.
