Bug testing workbench

Peter 18Jul16: This is a page to act as a workbench for my testing on W10 and macOS.

Some DEVEL FIXMADE bugs get "parked" by me as they involve downloading plug-ins from sites I know nothing about - I am not prepared to risk that.

• P1 2457 - Windows: WAV Export runs 6 to 7 times slower than on 2.3.3 (and 12-14 times slower than 2.2.2) - no perceptible change from Leland's fix
• P2 2456 - audacity 2.3.3 config with Spectral Selection toolbar corrupts lower dock in 2.4.x and can crash
