These are optional plug-in tools for Audacity. They are written in the Nyquist programming language. To install Nyquist plug-ins, see this page in the Manual.
"Tools Plugins" appear in the Audacity Tools menu. The tools menu is a catch-all for plug-ins that do not directly generate, analyze or process audio.
