comment on audacity.cfg page need

- Since clarifying was needed on the the article page ("You can also simply delete the .cfg file, but this won't work if you have previously used Audacity 1.2.x and its preferences are still explicitly set to the card" Windows Bugs#Sound cards and drivers) and related knowledge was seem to be missing among the Forum users, I created simple page audacity.cfg that captures that, hopefully it could be correct.
- I used also what Martyn wrote to me, in different context: "Alternatively, delete all the lines from audacity.cfg except NewPrefsInitialized=1 to get a fresh (non-registry) version of internal references."
