Improvement and Rationalization of Amplify, Normalize & DC offset removal

I now intend for the sake of simplicity,readability and clarity to break this into three separate proposals:

• This version was produced following feedback from Bill Wharrie, Steve Daulton & Gale Andrews
  • withdrawn my proposal for a -3.0 dB initial default setting for both Amplify & Normalize
  • enhanced the proposals re. the proposed new "Remove DC offset" efffect: auto-invoke on detection of DC on signal
  • tweaks to the Amplify & Normalize proposals, incorporating feedback from reviewers
  • modified formatting for improved readability

• This version was produced following feedback from Bill Wharrie, Steve Daulton & Ed Musgrove.
  • In particular in this version I have withdrawn my proposal/support for merging the two effects Amplify and Normalize together as there was unanimity amongst the reviewers for this and I accept the points made against my original merger proposal.
  • I am keen to avoid introducing what may look like a regression to many long-time users.
  • One good point is that: not merging will make changes to the manual simpler.
